Context

The Amhara people of Ethiopia, victims of unyielding genocidal violence spanning across multiple regions, urgently require immediate protective measures to ensure their safety and preserve their basic human rights amid continuous targeted ethnic atrocities. The collapse of the monarchy in 1974 marked a pivotal moment in Ethiopia's governance and transitions, leading to a dramatic shift in the country's political landscape as the communist, in 1974, and then the ethno-nationalist groups, in 1991 assumed power. These transitions ignited tensions among its various ethnic groups, over 80, shaping the nation's trajectory in profound ways.  The Amhara, who inhabit various regions in the country, has endured relentless genocide especially since the rise of the ethnic federalist EPRDF regime in 1991.  Fueled by anti-Amhara sentiments, genocidal violence against the ethnic group scaled up significantly since 2018, coinciding with a regime change and leading to widespread atrocities against the Amhara in the Oromo, Benishangul-Gumuz, and the Amhara regions. Perpetrators, ranging from Oromo, Gumuz, and Tigray armed factions to governmental forces, continue to orchestrate genocidal violence and launch attacks, causing immeasurable destruction and suffering. During the Northern Ethiopia war from 2020 to 2022, the Amhara region witnessed mass killings, rape, and destruction at the hands of invading Tigrayan soldiers, resulting in countless atrocities and devastation. Since April 2023, the government has intensified its assault on the Amhara region, engaging in war against the Amhara Fano resistance forces and perpetrating widespread civilian atrocities. Human Rights Watch has designated these government-led atrocities as war crimes. These underscore the urgent need for humanitarian, prevention, and accountability efforts to ensure the safety and well-being of the Amhara people in Ethiopia.
